(My testing was on a Windows 10 PC with Chrome v75 and Firefox v64 but I have a Mac at home that I can also test on later and I'll try to remember to update this comment when I get a chance. Choose App Shortcuts on the left sidebar then choose the + icon. This little quirk isn't very intuitive but seems to be app/system-based and not a Sheets issue that Google can change. However using ⌘ + Shift + V (PC: Ctrl + Shift + V) will paste the value only if the data that was copied was from within Sheets.
Using Sheets with Firefox, pressing ⌘ + V (PC: Ctrl + V) will paste in the text but pressing ⌘ + Shift + V (PC: Ctrl + Shift + V) will do nothing as that isn't a keyboard shortcut that Firefox already recognizes. This means that if I copy some text from TextEdit (Notepad) and use Sheets in Chrome then pressing ⌘ + V (PC: Ctrl + V) or pressing ⌘ + Shift + V (PC: Ctrl + Shift + V) will do the same thing and paste in the text.
With this shortcut, you can copy the cell and only paste the value in.

Are you perhaps attempting to paste from somewhere outside Sheets? So in Chrome there is a native keyboard shortcut already called "Paste plain text" that uses ⌘ + Shift + V (PC: Ctrl + Shift + V) but in Firefox this keyboard shortcut doesn't already exist so Sheets has nothing to tie that keyboard shortcut to. I want a working keyboard shortcut for Google Spreadsheets, that lets me paste just the formatting. How to multiply in Google Sheets by copying the formula into additional cells.
